Depends on the seller, but otherwise nothing can be done. The game got retro-actively region locked so it might not have been locked during your purchase; depending on when when you bought it.

You have been "warned" - at least in case of the copy you bought from me. It's in my shop description (which shows on every trade) that Shadow of Mordor copies are RU/CIS restricted. You can activate it using a VPN or trade with someone who will use it (since it was only for 14 keys - which is still the lowest price - that shouldn't take long...)
