I try to withdraw, but it says "A trade offer will be sent to you within seconds, you will be notified once its ready for your response, please accept it within 3 minutes. If some gifts are untradable, they will be send through gifting after you accepted the trade offer." And nothing happens after (no trade offers)

May have to do with some of your new purchased games. Maybe you could write Steam support ticket and request for an unban?

It does not have to be your account. Steam account and support account is not linked. You can ask for why shopagent91 is banned. You can speak like shopagent91 is your account, it does not matter.
