i got this message when i bought a copy of fallout new vegas from Boten Anna on this site:

All the games in this guest pass redemption request are already owned by the user

I already own the game but not the dlc, is this because the user has given away this guest pass alreay? or something to do with my copy attached to the steam account?

You traded for the base game with no DLC. You already own that, so you can't activate it.
