I chose in the shop inventory different categories.

I think so. My account is over 3 years old. Steam guard is enabled.

The rationale behind limiting Steam gift sales to VIP is that if Steam gifts are deposited to a shared bot, bad actors could easily get the bot trade banned by depositing fraudulently purchased gifts and make everyone loses their items. Whether it is worth getting a premium for $50 is up to you.
