Maybe it's some kind of group that is very bonded, but that doesn't proof anything anyway, most likely many are part of a dota 2 team, they play a lot of dota.
But i believe it's

1º) The three accounts are/were related in friend list altogether. "#Hustle" and "#HustleHeart" have similar nicknames, and both have a "hashtag" at the begenning. The three profile thumbnails are related with rappers ("#HustleHeart" and "neon" have rappers) and/or black people ("#Hustle").
2º) Between yesterday and today, the thief's account who scammed me (and scammed other people, i could ask one of them) became private. A month ago (31/01/15, most recent log apart from today) "neon" had both "#HustleHeart" and "#Hustle" on his Steam friends, today (01/03) they are not in his list. Simultaneously, on 26/02/15, "#HustleHearts" and "neon" were friends, and today, they are not friends, so, in the last 3-4 days, he removed "#HustleHeart" from his friend list, and possibly "#Hustle" too.
So maybe he deleted them after doing these scams that seemed to be happening in the last 5 days (at least, that's the time when games started getting revoked).
3º) The steam profile link for the account "#Hustle" is
http://steamcommunity.com/id/neonpac and the he had the exact same avatar as "neon" and nickname 'neonpac' on 29/08/2013:

It is true that #Hustle/neonpac could have been an impersonator, but he was friend of "neon" since Janurary 2013, when #Hustle was registered, and they unfriended just some days ago.
What can i do people? I have been a couple of hours looking into this shit. How can it be that someone pays a vip bot and still scam people? What can be done to avoid this?
