I have 'purchased' a csgo Vanguard key for 1 key credit but it's been almost a hour but nothing yet.
Does the other party have to authorize/accept the sell?

Depends on how you purchase it, the item may either end up in your shop inventory or a trade offer will be sent to you directly.
I see that the key is in your shop inventory. You can withdraw it from the "Inventory" quick link on the left side bar, or go to https://dispenser.tf/myshop/ -> Click "All" to show all items in your Shop Inventory. Highlight the items you wish to take and select "Exchange" on the bottom bar. |
