Could someone explain to me how this is supposed to work, perhaps?

I withdrew some keys I earned and tried to add a few more steam gifts to the list, but it wouldn't let me. That's when I saw this in my inventory page:

"Team Fortress 2: 0/50, Portal 2: 0/10, DOTA 2: 0/50, Steam Gifts: 4/0, Trading Cards: 0/50, Coupons: 0/50, CS:GO: 0/30 "

4 out of zero, apparently.

Is this a bug? I'm at the donator level that gives me 50 slots, are none of them allowed to be gifts or something? If I'm not supposed to have steam gifts in my inventory then I'll withdraw them, but I'd like to know why it's this way, since the site doesn't really explain this in much detail.

Hey, there is a Perk called "Steam Gifts Trading" on Donation page that explains it. You have to be VIP to be able to trade gifts.

So I'm guessing that this was implemented after my last visit, which is why I have some steam gifts in my inventory but can't add any more. Hmm.

Kinda disappointing but I'll just roll with it, I guess. At least I was able to sell most of my titles before this change. Thanks for the clarification.
