Dispenser is just a place where buyers and sellers meet. Dispenser is way smaller business than lets say ebay and there are no real buyer protection. You have to protect yourself by choosing who are you buying from carefully.

When gift is revoked, first thing - contact shop owner. If shop owner do not refund you, contact steam support. Steam "loves" guys who sell revoked stuff.
