It says that my privacy settings my be on private. but they are not and it also says steam is busy?

This is a common problem for CS:GO items because the item API which we access to get your backpack info, is always down. If not, you should better explain your situation. If you just recently change the privacy settings you may need to wait an hour or two for it to take effect.
