Cannot Send a trade Offer: Steam Error 26

No matter what I try I cannot trade on Dispenser.TF. I keep getting Steam Error 26 as my status. I have tried changing my trade url, restarting steam, logging off and on. What could be my isssue?

I am not sure. I am viewing my queued tasks and all of them say Steam Error 26 as the status. This is mt first time on this site. I have the required items for the trade so it can't be that.
