I am experiencing this again, it's probably the Steam Inventory Cache bug / lag again as always. I sent a Not Tradable "GTA V" Gift to my Account and it disappeared and I did not get the Gift / Game.

when u receive gift and not see it in your steam inventory, just use another steam account to send you a trading card, u will see the gift there. Steam usually having this issue recently.
