I have report this on the missing gift thread but seems like it's unhandled.

I exchange a gift game and got a gift delivery error then the gift is missing from dispenser.tf menu.
I checked on bot inventory and I can still saw the Steam gifts is in the inventory, but I can't access it via dispenser.tf.
