My friend and me can't redeem the game to my account, it said "This item cannot be added to your library because it is restricted from your country"

Your system don't have any warning for buyer. NO restricted tag on gift that selling.
Can I turn back those gift ?

On a serious note, it's not dispenser fault, Steam itself is not labeling them as restricted. You could try contacting the seller and asking him for refund or maybe even contacting steam support, i mean if the games don't have restriction tag, then they should be freely reedemable.
