Will be new Steam trading rule affect Dispenser or any other item selling site?

My wild guess would be - no. As this is basically trading within Valve/Steam rules unlike CSGO betting which is not.

I believe the same but as a trader this new ban in gambling will affect us in a big way too.

Maybe. But key prices will now be a little more stable as people will not sell them for peanuts after winning big on betting sites.
Or did you mean some other things?

Mass items and keys come from gambling so without it supply will be very less than before.
