I tried to make more than 2000 items work by looking at the json returned by Steam in your Steam profile, and I think I figured it out. You can try to fetch the item selection in your shop page to see it it works correctly.

It doesn't work before because it's hard to find anyone with more than 2000 Steam gifts.
