No direct way. Steam wallet funds can only be used to buy games from steam or at steam market.

Maybe by buying game keys or CS:GO skins and selling them? Dr. Evil, Yes, your own suggestion above is an (indirect) way to turn your Steam Wallet balance into BTC: Use your balance to buy keys, and them sell those keys on Dispenser.tf for BTC.
