From the 1-7-2013 site update

Added 'Popularity' for shops. It is an indicator of a shop's quality based on the number of customers and deals made. Shops with a better variety of goods and item price thus has a higher popularity. (users can sort shops with this value soon).

The factors that involved in the calculation are number of trades, number of unique buyers and time. It is a changing value that may decrease and increase anytime based on the factors. We are not going to release the formula ATM as I don't want people to farm it under a perfect calculation.
