I also am getting this error. I've copied my trade offer URL from the user preferences page, as per the FAQ. All my settings are public and open. My account has had Steam Guard enabled for as long as I can remember.

http://steamcommunity.com/tradeoffer/new/?partner=47585670&token=norSh8Uc is my trade offer URL. Am I just blind and missing a checkbox and can't trade because of it? When someone on my friends list follows that link, it opens up the trade prompt.

edit: I don't know what I did but it's working now. Must have just taken a few minutes to figure itself out?
