I'm trying to deposit a steam game but dispenser.tf is declining the trade offer with the error "You can only deposit 0 more Steam gifts".

Is there a step I have failed or is this an issue with dispenser?

Only VIP users (I.E. Donated >=$50) can deposit gifts.
