If you're one hundred percent sure that your inventory is public, but, it's refusing to believe that (And, I have confirmed, both your inventories *are* public) you'll just have to wait. The chances are is that the server is rejecting Dispenser.tf's requests to your inventory for whatever reason (Steam's API is down, Rate limiting, bug by Valve, purposeful block, etc...).
