Front page of dispenser....."Due to the Steam Summer Sale, the Steam API and Game Item APIs have been very unstable and unresponsive, causing various inventory integrity problems or item delivery problems. There is not much we can do right now as we cannot work without the APIs. We expect the situation will be much better after the Summer Sale. For the time being please be patient if your problem could not be resolved right away."
It's happening to a few people, just have to wait it out til steam gets back on track.
